The State Preparedness Assessment and Reporting Service (SPARS) is a web-based service that provides state administering agencies with tools to support the US Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) grant monitoring, evaluation, and reporting process. SPARS is a Software-as-a-Service (SaaS) offering that does not require the client organization to invest in IT equipment, infrastructure, or personnel, yet is tailored to each client's unique grant application workflow, procurement procedures, and reporting requirements, as part of the initial service set-up. As such, the client is able to focus on the end use of the system without the hassles associated with installed software solutions.
